With the advent of the digital economy era, the integrated circuit industry is not only a basic industry for the development of the national economy, but also an important component of the new generation of information technology in strategic emerging industries.
In the face of the current new technical challenges and environment, on the afternoon of May 26, many experts and scholars in the IC industry discussed the next generation of integrated circuit technology at the Future (Science) Forum of the 2019 Pujiang Innovation Forum.
Academician Liu Ming of the Institute of Microelectronics of the Chinese Academy of Sciences said that when we analyze the status quo of China's integrated circuit industry, we must not only see our shortcomings, but also the long-term development of the past few years. "In the 14 years from 2004 to 2018, China's IC industry's compound annual growth rate is close to 20%. Especially in the years of slowdown in 2010~2018, China's average annual compound growth rate reached 20.8%, which is much higher. At the international level."
She said that China's integrated circuit industry chain is relatively complete. The integrated circuit consists of three parts—design, manufacture, and packaging. The design and manufacturing industries have grown by more than 20% in 2018. The market for these three areas is over 200 billion yuan in the future.
Liu Ming said that China has made a lot of efforts in gradually establishing a sound industrial structure. In the field of integrated circuits, there is a trade deficit every year. Although there are exports (the number of imports is half of the imports), the cheaper prices of exports mean that most of the products have not yet climbed to the high-end market, and are still at the low end.
Zhang Suxin, chairman of Hua Hong Group, believes that China will continue to be an important partner in the global integrated circuit industry system in the future.
He analyzed that China has become the world's largest integrated circuit market for many years, and the proportion of demand in the global market has increased year by year. In 2014, it exceeded half of the global market. In 2017, it reached 56.2% of the global market. "The integrated circuit is China's largest single import commodity. It has exceeded $200 billion for the sixth consecutive year since 2013 and exceeded $300 billion in 2018. It is the most valuable import commodity."
Not only that, among the top 20 integrated circuit companies in the world, one-third of the companies' performance exceeds 50% from China, and two-thirds of the companies' performance is from China. Therefore, China is coming to most of the world's integrated circuit companies. It is also an irreplaceable important market.
Zhang Suxin also stressed that the particularity and complexity of the integrated circuit industry is that it is always an industry of global cooperation. No country or region in the world can completely assume the development of the entire industrial chain of integrated circuits. From the perspective of all aspects of China's current industrial chain, there are shortcomings and shortcomings. Both China's good and weak aspects should be considered as factors in the formulation of industrial strategy.
Speaking of the future trend, Zhang Suxin said that integrated circuits have always been a key factor in mobile communication technology, and mobile communication technology has greatly expanded the application market of integrated circuits. The arrival of the 5G era will bring many opportunities to integrated circuits. The electronicization of new energy vehicles will become the third largest integrated circuit market beyond PC and mobile communications in the future.
The data shows that since 2012, China's IC industry has grown at an average annual rate of more than 20%. In 2018, the industry's sales reached 653.2 billion yuan.
By taking the lead in organizing national science and technology major projects, building a functional platform for integrated circuit R&D and transformation, and continuing to lay out key core technology research and forward-looking technology research, Shanghai has become China's most advanced integrated circuit technology and the most complete industrial chain and center.
At the opening ceremony and plenary session of the 2019 Pujiang Innovation Forum held on May 25, Li Qiang, member of the Political Bureau of the CPC Central Committee and secretary of the Shanghai Municipal Committee, emphasized that focusing on key areas such as integrated circuits, artificial intelligence, and biomedicine, and grasping the creation of science and technology in the Shanghai Stock Exchange. The board and the pilot registration system have a major opportunity to accelerate the cultivation of a vibrant and innovative enterprise cluster and a strategically advanced modern industrial cluster. Shanghai will use a more open approach to optimize the innovation governance system, so that the scientific spirit and innovative practices will stir up a more moving melody.
In fact, Shanghai has already begun to lay out layouts around integrated circuits, and has made every effort to create a high-tech integrated circuit. It has covered design, manufacturing, packaging and testing, and equipment materials. In the field of design, some enterprises have reached 7 nanometers of research and development capabilities. Ziguang Zhanrui mobile phone baseband chip market share ranks third in the world; in the manufacturing field, SMIC and Huahong Group rank first in the domestic market, 28 nanometers. Advanced technology has been mass-produced; in the field of equipment and materials, Zhongwei and Shangwei are at the domestic leading level, and strategic products such as etching machines and lithography machines have reached or are close to the international advanced level. In 2018, the sales volume of Shanghai's IC industry reached 145 billion yuan, accounting for 1/5 of the country.
Li Wei, vice president of the CCID Research Institute and CCID Consulting Co., Ltd., recently told the First Financial Reporter that Shanghai's national-level institutes and bases are densely distributed, and the integrated circuit industry has strong manufacturing capabilities, such as wafer fabrication, packaging testing, etc. The industry chain is the most complete. "The development of integrated circuit manufacturing is a key point. Shanghai must seize this opportunity and lay out the construction of the entire industry chain and play a leading role in the Yangtze River Delta."
Not just Shanghai, the IC industry has always had obvious advantages in the Yangtze River Delta region. In terms of industry scale, the sales of the integrated circuit industry in the country reached 541.1 billion yuan in 2017, of which the Yangtze River Delta accounted for half of the country.
In order to achieve the goal of “formally forming a world-class urban agglomeration framework in the Yangtze River Delta region by 2020 and basically forming a regional industrial system and a collaborative innovation system led by innovation”, the “Three-Year Action Plan for the Integration of the Yangtze River Delta Region (2018-2020)” It is proposed that in the field of integrated circuits, it is necessary to support leading enterprises in optimizing the layout in the Yangtze River Delta, and plan to build eight 12-inch production lines and six 8-inch production lines.
Today, leading companies including Hua Hong and SMIC are accelerating and optimizing their layout to further promote inter-regional industrial synergy.
Zhang Suxin said at the above-mentioned future (science) forum that Huahong Group's IC manufacturing business is distributed in four bases in Shanghai and Jiangsu. At present, Hua Hong Group has put into operation three 8-inch lines and two 12-inch lines, and will Wuxi produces the third 12-inch line.
